City of Portland & Westbrook Housing Authority Environmental Review: March 14, 2019 Combined Notice of Finding of No Significant Impact and Intent to Request a Release of Funds On or about March 30, 2019, the Cumberland County HOME Consortium, by and through its lead entity, City of Portland, ME will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of HOME Program funds under Title Il of the Cranston Gonzalez Affordable Housing Act of 1996, as amended; and the Westbrook Housing Authority will submit a request to HUD for the release of federal funds under Section 8 Project Based Voucher Program authorized by Section 8o13)of the U.S. Housing Act of 1937 (42 U.S.C. 1437f(o 13) as amended, to undertake the following project: The Hunton Court subdivision was approved by the Westbrook, Maine Planning Board on August 21, 2018. Hunton Court is a 5,22 acre tract of undeveloped land approves for two phases of mid-rise residential devel opment (the "Project). Phase l is known as the Robert L Hanois Apartments and consists of a single building housing 61 units of low-income senior apartments for Westbrook residents age 62 and over Phase lI, known as Larrabee Heights Ill s comprised of 30 units of low-income senior in a single mid-rise building and will also serve low-income Westbrook Seniors in need The subject site, while surrounded by development and centrally located in the City of Westbrook and highly convenient to urban amenties, is currently wooded and was not previously developed. Phase I construction is slated to start in the fall of 2019 with completion in late 2020. Phase ll is slated to star in late 2020 and achieve completion in late 2021. Both phases, comprising 91 total units, financed with a combination of equity secured through the sale of low-income housing tax credits, locally allocated FedHOME supported funding, and sub-market amortizing and deferred debt through MaineHousing the Federal Home Loan Bank of Boston, and Gorham Savings Bank. Westbrook Housing Authority has placed 61 project-based housing vouchers at Phase I Harnois Apartments to provide critically needed access to quality affordable housing to Westbrook's lowest income seniors Total Funding $100,000 Cumberland County HOME Consortium FedHOME; $2,413,800 Housing Assistance Payments Finding of No Significant Impact. The Cumberland County HOME Consortium, by and through its lead entity, the City of Portland, ME has made an environmental assessment for this project and has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact State- ment under the National Environmental Policy Act of 1969 is not required for either project. Release of Grant Fund. City of Portland certifies to HUD that Jon P Jennings in his official capacity as City Manager consents to accept the jurisdiction of the Federal courts if an action is brought to enforce respon- sibilities in relation to the environmental review process, and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and allows the City of Portland and Portland Housing Authority to the program funds noted above. Objections to Release of Funds. HUD's Region I, Manchester, NH office will accept objections to its release of funds and the City of Portland certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if it is on one of the following bases: (a) the cer- tification was not executed by the Chief Executive Officer of City of Portland; (b) the ERR indicates omission of a required step, decision or finding required by HUD regulations at 24CFR part 58: (c) the grant recipient or other participants in the project has committed funds and incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the HUD Region I, Boston, MA office; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
